I want to start a blog/website?

I want to start a blog but, im having trouble finding a way to find one that I can custimize. I want to have a blog that has a template but, I want to be able to custimize the graphics, background, header, and all that.

Blind Guardian...could you explain movabletype. org to me? Seems like I could custimize my blog though this?

It really depends on if you're willing to pay money for the blog/website or not, being a web developer I am very experienced in the topic so here is a bit of advice. I am pretty sure Perez Hilton runs a custom coded blog so there's no chance of you getting a copy of his blog but one of the best and most reliable/used blog software is WordPress. Just google it and you'll find a ton of information about it, if you need any more advice/help, let me know and I'll be glad to assist you.
