Is it a C clef?

it depends on the instrument the music is written for. If it is for a keyboard instrument, it is generally in the treble clef. If for timpani, music is written in the bass clef. I think that when it is music for instruments w/o a specific tone, it is just called "percussion clef" and is indicated by two parallel bars.
