There was no true 'inventor' of color television. There were many people working independently on the project but no one person actually had all the correct ideas in place. It took over 25 years to go from Black and White to color.
The main problem was determining the actual frequency of the color reference. (The small set of +10/-10 division after the sync and before the video on an oscilloscope)

Even when this reference was determined, the different countries around the world could not come to an agreement as to where to put it, how many lines to use, what frequency for cameras and TVs, the problems still continue.

The u.s. uses NTSC at 60cps.... Europe still uses the outdated PAL system at 50cps.... Russia uses another..... China uses still another... so you can see the continuing problems.

To get back to your question..... Color TV was actually an evolution of ideas over time. No one person can be credited as being the "Inventor".
