I don't know of any specific web sites, but if there are "adult entertainment" services in your area, they can, at the very least, hook you up with someone who can dress as a cop and bring handcuffs and so forth. Usually, these types of places are in the business of providing strippers for parties, but I have "heard" that they also do these dress-up fantasy kind of things.
Now the police car with lights and siren might be more troublesome. Do you know any cops?
