Does anyone know why my infranview;when i resize my pictures to any size it just makes them a teeeeeny weeeeeny bit bigger,but really blurrry?

I don't know, but it sounds to me that you are enlarging already large pictures and viewing them again in Irfanview, which only displays them "optimally" for the viewer size, not full size. And anytime you increase a picture file from its original size, you will always have blurry results.
Otherwise, it may be that there is something amiss with your Irfanview, so if you can't say that you are inappropriately enlarging large pictures or enlarging really small pictures, then perhaps you should uninstall Irfanview and reinstall it.
