im starting to agree with the theory that its because hes nervous...andy other suggestions??

He likes her and it's a way of showing he becomes nervous and clumsy in her presence because of it.

Additional: Of course it's true. I thought everyone knew this. Haven't you noticed the way she reacts towards Ron as well? The way she carries on is a sign that she has some interest in him, too.
