i know u get fontsbut how do u do the background colorful part?

That looks like a pretty basic splatter style brush.
I'm sure there's a program you could use that's simpler (and cheaper) than Photoshop, Corel, etc. but I have Photoshop, so I don't know of much freeware. Gimp is free and has Photoshop-like capabilities, so you can do decorative text easily. That's all I can think of, but maybe you can find something else.
It's just a matter of finding a program and learning how to use it, really. Just look for something that has/can use nice brushes and lets you add text without putting a block around it like Paint does.
