If TV-links is legal by saying they only provide links to copyrighted shows/videos/movies?

then is it legal for a mp3 websites to provide tons of mp3s as long as the mp3s ARE NOT host/exist on the website, as its only links to other ppl who have the music files?? as im thinking of creating a website based on that? example: like mepgsearch.com...etc. etc.

btw, is it legal only if ppl can not download the infomation, in this case, videos/mp3 to their harddrive? if they do it themsevles, willl them/owner get prosecuted?

I can't speak for the laws of the United Kingdom, where this site is located, but in the U.S. providing a directory of links such as this is legal only under "safe harbor" provisions.
The requirements for the safe harbor are met if the service provider:
(1)(A) does not have actual knowledge that the material is infringing on a copyright;
(B) in the absence of such actual knowledge, is not aware of facts or circumstances from which infringing activity is apparent; or
(C) upon obtaining such knowledge or awareness, acts expeditiously to remove, or disable access to, the material;
(2) does not receive a financial benefit directly attributable to the infringing activity; and
(3) upon notification that the material is infringing responds expeditiously to remove, or disable access to, the material.
