You first need to have an idea of what realm of djing you want to be involved in. Since it is for a beginner, you probably want to start with some basic tables, mixer, headphones, and sound system.
Some people say that vinyl is better than cds, and others say that cds are better than records. The truth is that cds are no better or no worse than records. The difference is that digital cd turntablism has evolved out of vinyl turntablism. There are more options and possibilities with cds, but many people like the hands on vinyl mixing still. You should consider all pros and cons before you decide what is best for you.
My recommendation is that, especially for a beginner, go with cd turntables. A new double vinyl can cost upwards of $50, whereas the price of a cd is usually $10-20, and a blank cd is 30-50 cents. Professional standard cdjs will also play tracks in the mp3 format. With vinyl turntables, you want what is referred to as a '1200'. This refers to the power at which the turntable runs on, and the '1200' is absolutely the standard of which you should buy for dj use.
The only turntables I would purchase would be Pioneer, Stanton, or Technics(vinyl only). There is a lot of fancy crap out there, so please, RESEARCH THE PRODUCT BEFORE YOU SPEND THE MONEY.

For a fully professional, top of the line standard, I would go with the Pioneer 800 or 1000 cdj. ($800 - $1000 each)

You may want something cheaper though. You can still get quality for a lower price. Here is my suggestion for a beginner:

-2 Pioneer 200 CDJs (about $265 each)
-1 Behrringer cross-fader mixer (a bargain at about $150)
-1 pair of DJ or Studio Headphones ($20 - $2000)

You can use any amp of varying quality with an RCA Auxillary input (red & white male ended cable).

I would recommend going online to sites specifically designed to help you contemplate the differences between the many different genres of electronic music. Most music stores have one electronica section which contains all genres from hip-hop to trance.

There is tons of good trip-hop style hip-hop that is not too hard to find.

If you are looking for a more psychedelic experience, I would recommend you check out specifically:
Faster: Goa-trance, Psytrance, Break-beats, Glitch-hop
Slower: Psy-Dub, Psy-Downtempo, Tribal

No matter what you do, you will always have some people telling you your stuff is cool, and other people telling you your stuff is uncool.
