Are most icq user unwilling to talk with a new icq user?!

Are most icq user unwilling to talk with a new icq user?

I added 100 users of icq of dfiferent country,But only 3 reply to me.I am so sad that i ask this question here.Can anyone tell me the reason?

I used to have an ICQ account and I could rarely get anyone to chat with me let alone add them as a friend. I think that most people with an ICQ account have friends that already have an account. Most are there to chat with existing friends...not make new ones.
