It depends. You can use something like youtube to broadcast recorded programing. If you plan to use special computer effects, it will have to be recorded anyways. This would be free. Interactive stuff would require your own site, which would cost money.
Another thing you have to remember is copyrights. For instance if you use a Madonna song as your theme song, then you will probably have to buy the right to use that song. If you want to reenact or rebroadcast copyrighted material you will have to pay for that too. If you come up with your own material and want to copyright it, then you have to pay a fee for that too.
