THREE independent people should have to mark a question or an answer as 'violating rules' before it is removed. If there are people out there with multiple accounts, then they would have to be really determined to then troll someone off the site.
If a question is bad enough, removal of the question or answer will happen in a short space of time and you will obviously deserve it. At the moment, we can have ANY muppet deciding to get a question removed for any poxy reason on a single decision basis.
This is why trolls abound and it needs to be stopped sensibly

Well of course they know your IP address. That's obvious. Any fool knows that. Why would that make a difference? I report questions and posts that break the rules. If more people did the same, we wouldn't have the torrents of racist rubbish or spam that we get on here all too much.

I'm glad its getting sorted out because its just gone beyond a joke now with false reporting.
