I would end the practice of female genital mutilation by having offenders savagely mutilated in public.
I would have people who mutilate or savage their daughters-in-law because of tradition or for ritualistic reasons suffer the same punishment in public that they caused their daughter-in-law to suffer.
I would put an end to religious influence in their political system and draw up a constitution with laws that guarantee freedom to all and discrimination against none, sexually, religious, or otherwise, with some really harsh penalties for those that break the law.

my three steps would be---
1. abolish all castes everybody to be given equal status.benifits only for economically weak..
2. improvement in the health services. more hospitals in rural areas. provide better facilities in govt hospitals.
3. better participation in world affairs in accordance with UNO. to establish the country as a global leader!!
i think this is the basic need of the hour..
1. i will set up a council of ministers to help me rule ,who will be elected by the people by free and fare election system. .There will be only three parties. no one with any type of case will be allowed to contest. candidates will be literate & respectable citizens of the society. they will work only for the development of the country & people.
2. abolish corruption from the root. Law & order will be prime.separitists ,terrorists , kidnappers,rappists, drug dealers, food & medicine adultrators ,horders will be immediately hanged.
3. abolish cast system. No reservation. no pandas and mullahs at the places of worship. people will have free visit & worship on their own.
Put all most of leaders and politician in jail, 2.Take back rest of Kashmir back from Pakistan. 3.Seal Most of country Border for few years to stop all Terrorists to entering India.

well i might sound archaic...but i'll still go the gandhi way and the first thing i would do is devise mechanism to improve and develop the villages...brings 'em to mainstream of development with keeping intact the culture and ethnicity..interestingly enough i'll do this by immediately stopping all rural development schemes which just waste crores of crores of precious indian national rupee. i'll make sure to make system more effecient and then channelise the money back to actually help the poor....health and sanitation, water and food security are basic...
next thing i'll do is target education..it is much worse than poverty..the right to information act has revolutionalised many things but due to lack of information (...that too in so much developed IT environment in india)..it is not being used properly..so education will be the next target...the quality of education needs improvement on many accounts like delivery mechanism, quality of teachers, incentive for getting educated, i.e employment etc...
third thing would be i'll change/revamp the way IAS/IPS/IFS and MP/MLA are selected..a minimum education of post graduation and 5 years relevant work experience will straightway improve it to a certain extent....
these are the first thoughts...there will be many small strategies to achieve these..and i will not put a long term goal of 10-15 years all targets will be short term...at the most 5 years..if you cant achieve it in 5 years you can't do it in 50 years...
1. No taxes except transaction tax of 1% on any bank transactions
2. No Quota or reservation on jobs or studies on caste/religion basis. Only economic back ground will be taken in to account
3.Only death punishments for proven corrupt people
