it's a hannah montanah concert, it's meant for little kids, you're not exactly sending them to a Slipnot concert...

If it were my child I wouldn't. But that is up to the parent. I'd only let them go to a concert by themselves, no matter who it was, until they were 15 or 16. There are people that go to these kiddie concerts just so they can prey on young girls that are unsuspecting and their parent's thought it was "safe" because it was a kiddie concert.
I think this one is really really iffy. Concerts are sooo big and busy and full of ppl. It might be too overwhelming for them without a parent there. I would be worried they might get separated as well. However, I don't have kids, so I may be underestimating their skills at that age.

Well...I wouldn't even recommend letting your kids KNOW about Hannah Montana...she is a very very young pop star that is actually on drugs, only the secret hasn't been revealed to public yet.
id say it is ok if the 13 year old doesnt have any friends their to distract him from keeping an eye on the little dude
also have a meeting place if they get seperated and give them waki talkies or something
just make sure the 13 yearold doesnt say meet me hear in 5 min or u can go to the bathroom on your own
