No. Apple has to negotiate with the artist for the rights to sell their music and videos. You can request until you are blue in the face, but Apple can't make the artist sign a contract.
You see people making an "iMix" all the time where they title their iMix with the name of the artist/song they want to request, but it is so stupid. Apple would like to have very song ever made on planet Earth in their catalog.
