Interesting question. Chuck E. is huge and monsterous. He could easily smother you if he could catch you. Meanwhile, Chucky hides under beds and cuts achilles tendons. I think given Chuck E.'s size and poor mobility, I'd vote for Chucky.

I didn't know you were referring to the eating establishments- I thought you were referring to the character himself. I agree with you, there's something terribly unsanitary about having that many kids in one place.
