Haven't a clue 'what' you're talking about!? Legally, anyone can smoke in public as long as the area of the opening is 50% or greater than that of the roof, walls, or enclosed space. 'That's the guideline from the law'. Is also why you can't smoke in pubs over here anymore.
Only on religious grounds could a jew not smoke in public, and to be honest with you that's the first i've ever heard of that. Thanks for the RE lesson though.
