i think a party where her and her friends dress up and go out to dinner or something that would make her feel becoming, because she's at the age where she feels like she's grown up
You could just do the classic sleepover thing. Have a pajama party. They could rent movies, make snacks, do nails, have a pinata, and you could have a craft.
Do like a makeover theme. you could get stuff for their nails and hair. They can put color streaks (that wash out of course) in there hair with glitter and such, do their nails and then have a good ol' fashioned fashion show.

I have the perfect party! Invite 4 friends over and spend a day with them! And of course have a slee over at the end! Think of different things to do. Have a main part of the day and smaller things to do so the girls dont get bored. For example: Have a breakfast buffet, then go to a water park for the day, afternoon shopping at the mall, birthday girl out to dinner, and then plan a super awesome sleepover! It will be a blast!

Do a scanvanger hunt at a mall. My friend had one there when i was 12 and we still talk about how fun it was. You can think of great idea's to do. Make teams and then go have dinner at a restaraunt there!

Trip to the mall always seems to make them happy. Or a skate park. That's what my kid wanted and she didn't even skate she just had fun watching.
Take her and her best friend to the spa for facials and nails and hair. Depending on the kid of course.
i dont really have any ideas to give ya, but i offer some advice, no matter how much they beg DO NOT let them do anything involving midgets or jack daniels
all i am going to say is that last year my neice eliza and 3 of her little buddies ended up w pierced noses, a tattoo of hannah montana , and a weekend in juvie
