Use Paint Shop Pro, I'm pretty sure that works.

Not sure what you mean. post a link to a pic that has what you are thinking of doing then maybe I can help you.

Ok I don't see anything flashing on those. I still don't know what you mean by flashing background. It could be glitter, sparkles, blinkies etc. I need a sample of what you want done to the pic. So I can explain it to you.
