No, in both series the human race started out on a planet called Kobol. From there, 13 tribes headed off to find a new home. (No explanation as to why as both series had Kobol located and hospitable).
12 of the tribes kept in contact and became the colonies. The last was not heard from again except in legend that they found earth.
So to answer (using a quote form the original) life here, began out there.
I think In the 1970's series the people in the 12 colonies were descendants from Earth.
In the 2000 series( The Better series) They ancestors went to find Earth thousands of years earlier.
