The song starts off about his life before he was famous. He didn't fit in anywhere, and wanted to just run (or swim) away.
Second stanza envisions what it would have been like if he did just swim away. If I remember correctly, I read that while he was in concert, he said he wrote this while on a cruise when he contemplated jumping overboard.
The chorus is using the ocean to describe when life becomes too overwhelming, tossing him around like "the waves of the ocean."
The next part, he talks about searching for a coast guard (which I take to believe either God or the one he loves). He describes what he is looking for as something secure through imagery of a life jacket and solid ground, but he can't find it.
The last part is about how his former lover was the one who made him feel all of these emotions, and how he wondered what would make him think killing himself was worth it.
