You can either host it or let your friend host the goodbye party, it really depends where are you from currently i moved to Cordoba, Spain from Rome, Italy, from Rancho Palos Verdes, California and from San Salvador!.
In El Salvador they asked me "hey do you want to have a goodbye party"
In California "Hey are you gonna have a going away party"
In Rome "It was a surprise they gave me"

Do you mean "leaving!?" If that's what you mean then, the friends throw the party!. It's kinda selfish for a person to throw their own good-bye party!. People will feel obligated to go especially if they don't like the person who is leaving or don't talk to them too often!.Www@Enter-QA@Com
