Is it true that everyone born before 1991 cannot drive until they are 18?
my freinds keep saying that this is true and some say that it isnt true and i just want to know WHAT IS TRUE????

well i stay in california, im 16 and i have my licence already.over here, you can get your learners permit, which limits you to drive with a parent or a licenced driver over 25, as soon as 15 and 1/2. then you do your behind the wheel driving with your driving school and then you get your licence when youve had your learners permit for 6 months. I was born in 1990...so yeah. The only thing is, when you ahve your licence, your considered provisional until 18 which means you cant drive with anyone under 20 something but you CAN drive by yourself. so that means, no friends in the car :] wit out a parent.
