When a person has most of his planets in water signs and another one has most of them in earth signs, does it mean they are compatible???

Not necissarily. In a relationship like that the person whose planets that are in earth signs will seem to be into the relationship more than the person in water signs. The best relationship is water/water... think of pisces and pisces. No other relationship is typically as happy.
But since men seem to be less needy in a relationship than women, if his planets are in earth signs and a female's in water signs, it could be a great match.
