What is stellar atrology means? How different it is from vedic astrology?

Not sure what you mean by 'stellar' astrology. Note that the division between vedic astrology and western astrology is mainly down to the different zodiac used. Both systems are valid.

Vedic astrology uses the 'sidereal' zodiac which is based on the constellations in the sky, which is really 'stellar' I guess.

Western astrology uses the 'tropical' zodiac which is based on the seasons. The start of the tropical zodiac is based on the position of the Sun at the time of the spring equinox when the days and nights are equal in length.

These two zodiacs are of course out of line but were in sync with each other when astrology as we know it was established. The reason for this discrepancy is known as the 'precession of the equinoxes' due, it is believed, to the 'wobble' of the earth around its polar axis. One complete wobble takes 26,000 years roughly to complete and this is the time it takes for the two zodiacs to 'meet up' again.
