In astrology, what does it mean if the ruler of a house, is "in" it's own house in a natal chart?

I've got the ruler of the eighth house in the same house. I've heard this means that the issues of that house are supposed to be stronger and easier to obtain.. What does it mean?

When I say ruler, I mean say for example gemini is on your eighth house cusp, and you have mercury(the ruler of gemini) in the eighth house as well.
