This is a difficult question to answer; most people will more than likely say Virgo or Gemini, as those are the signs that are the most developed in regard to verbal abilities, and are willing to employ those skills in encounters with others. However, I rather think that an annoyed or restricted Sagittarius or Aquarius are the bitchiest signs.
As for the kindest, it's most definitely Pisces. They're naturally sweet; I've never met an innately unpleasant Piscean, they always have the best interests of others at the forefront of their minds.
