Most defiantly,it's not even a matter of belief.
This happens to us whether we realize it or not.
You seem to be referring to your progression,when your sun sign moves into the next. I was born Sagittarius and am currently Aquarius.
As for Saturn in the natal Chart
Saturn's energy effects our maturity process. Although the dynamics of astrology have not been solved,it does not cancel it's relevance in our lives (as scientist would like to conclude).
