I was born at 4:38 a.m. on 2/18/1984...am I on the aquarius/pisces cusp? Some sites say yes, others don't quite agree.

Yes, you are on the cusp. You are likely an Aquarius with the Sun at approximate 28 or 29 degrees of Aquarius.
This is considered on the cusp of Pisces. You didn't say where you were born, the time zone could make a difference.
What you might be finding is that some sites can not discern how close you are to the cusp of Pisces and just read you as a straight-up Aquarius.
This is why, as good as websites are for interps, it still takes an astrologer, someone who can draw your birthchart to look and help interpret the chart.
Computer delineation is a wonderful tool, but it also can't take all the factors into account the same way the human mind can.
