It is said that scorpios are very possesive, and jealous but also likely to cheat on you themselves... how does that even make sense if they dont forgive a cheater? is that description even true b/c its kinda contradictory.

Because they have cheated and know it, cannot forgive themselves. So the character trait emerges that Scorpios want assurance at every step. When they see that someone they love is true, they are on the back foot. So the insecurities surface and when this person even looks at anyone else, the Scorpio gets jealous.
There is a contradiction, but it is all within the Scorpio himself/herself. They need a lot of TLC. Dare to enter?
