Vimshottari Dasa is Purely with respect to Different Constellations of Stars. There are different constellations of stars whose lord-ship is said to be given to the 7 main planets and the two shadow planets Rahu and Ketu, as per different Vedic Scripts. The Constellations of Stars are moving (of course very very slowly) and so are the planets apperently/relatively with respect to the movement of the earth. So at any given time for a given place the effect of these Constellations of Stars do effect you which is represented by their Lord-ship Planets as per the Time Periods these Planets remain under the effect of The respective Constellations of Stars. It will seem confusing. It is a vast subject in itself which cannot be explained in few lines. If this is what you had asked for i.e. the Technicality of Vimshottari Dasa. Otherwise the effects of different Dasa's will be different for different people as per their Horoscope Charts, just by looking at the Dasa's their effects cannot be told.
