I am a virgo, but from what I know, I was born on the cusp of virgo and libra. Unsure what that really means other than I may take traits from either?

The importance of the location is mostly because of the Medium Coeli and the house system. Without the right location, that house system can be off, and planets can end up in a house they shouldn't be according to your personality.
That's when the place of birth is off.
When you don't have the right time of birth, two things happen. One; a house system can't be made and the rising is unknown. It's equally important for planets to be in houses, so with the rising and the houses unknown, basically half the chart is missing.
Two; the moon moves about 12 degrees in one day, so it can make different aspects to different planets in the course of a day, not to mention it could change signs in that same day. Different moon sign is different emotional personality. So that's very important.
As for your chart, you share birthdays with my boyfriend, happy birthday by the way :) Your sun and rising are both virgo, however, sun is in the first house making you more impulsive than a typical virgo, and venus and mercury are both in libra. So you have traits of both. AND your moon is in libra as well. Location is very important because a planet could be in another sign depending on the location. For example, I was born in Mexico. Had I been born in the US my rising sign would have been in Libra, not Virgo. So it's very important, more so for planets that change quickly, like the moon (i know i know it's not a planet but i got used to saying it!). You don't want to think you are another sign all along, nor do you want to lose faith in this stuff because the description doesn't fit well since you are thinking it's the wrong sign.
Same with the time, especially for cusps and the moon. The moon changes every 2 days or so and it changes in the middle of the day sometimes. So if you are born on a certain day in which it changes in the middle of the day, you can't know your moon sign unless you have the time to verify it. I'm sure you could read the descriptions and figure it out anyway, but just to know then you need the time. And the Rising sign which is extremely important can only be determined by time as well. It decides what houses your planets will be in! You weren't born on the cusp, even if the cusp DID exist. The cusp is supposedly a day when the sun is in two signs at once. This isn't possible. You are one sun sign or another, not both. Virgo ends and Libra begins on the 23rd of September, so you are DEFINITELY a Virgo.
