Different rising signs especially during the fall and winter they can change much faster like every hour in north america. This can put planets in different houses. Mars in 12 th house persons are laid back and not hostil while Mars in 1st will react quickly to most situations. i have even seen different moon signs in twins. One is Moon in Pisces the other Moon in Aries they where born 19 minutes apart but the moon was changing signs while the mother was in labor with the 2nd one.

There is no explanation except that they are their own people. Just because they are twins doesn't mean their likes and dislikes inlcuding personalities can't be different.
i'd like to know that too.. but i'll guess that there astrologicial personality is the same but... genes come into play too so.. i guess the difference is the genetic part..

Bodies can look alike and there can be similar traits, but these are two separate and distinct souls, spirits, beings, thetans.....whatever you wanna call it.
I have twins, boy and girl, they were born 29 minutes apart,the boy weighed 6 lb 4oz and the girl weighed 4 lbs 6 oz.
And they are were different in personalities, likes different things and one is more outgoing than the other.
But it is a joy to be able to experience the birth of twins and seeing how each is his/her own person.

Because they can't possibly come out of the womb at the exact same moment. So they have different birth charts. Every minute makes a difference.
