I believe that 'ruler' or 'master' pertains to the higher state of spiritual consciousness. I have seen too many Scorpios self-destruct eventually (even the seemingly harmless ones admitted to this). Their power lies in being able to connect with the emotional realm easily and direct their energies into the conscious and subconscious levels. But managing the emotions effectively and not succumbing to the intensity of destructive tendencies within the Scorpio personality is definitely a big issue with these natives. They are way too manipulative and letting go of control is not easy for them. But this is precisely the key to transformation and regeneration for them in this lifetime.
