A "cusp" is simply a point of transition from one thing to the other.

Perhaps you're trying to learn about void-of-course moons? In a natal chart, a void moon has been observed to lend particular characteristics, regardless the sign...

That's for *natal* voc moons. The transiting voc moons that occur every other day or so are obviously related, but you don't read it the same.

In any authentic, valid astrological system there will be no such thing as a "blending" of signs in reference to a cusp. You're one or the other, depending on the degree calculated, and you evaluate the effect of a planet or luminary based on aspects it makes with other planets or luminaries, it's house placement, etc. Things get complicated when you have aspects that involve adjacent signs, (like 29 degrees Taurus is conjunct 4 degrees Gemini) but, the planets are still definitively in one sign or the other.

It ain't rocket science, but it *is* math.
