What does it all mean? The Scorpio is an extremely passionate person. Although we can be generous and gentle, we tend to have an obsessive nature along with a domineering and powerful personality.
The third is the peaceful dove, the highest level of scorpio that is spiritual, selfless and unattached from the material world. By far the most spiritual level.
But I don't know why scorpios get to have three levels while the other signs only have 1...

scorpios dont own astrology...there are 12 sunsigns and everyone has full charts according to birthdate
The third is the Phoenix. It reflects the trascendence of ordinary mortal life into the spiritual dimensions. I would like to state though that I think this "need" to make Scorpio special, actually removes the special qualities out of the sign. Every single sign is special in its own way, and has much to offer others.

I have seen the sign represented by the scorpion , Grey lizard, snake, eagle and the Phoenix, every astrologer has a different take on the subject. One thing is for sure this sign represents death and rebirth.
ooo the jealousy on here and they say scorpios are the jealous ones... having 3 levels is great, better than just being one that's for sure... i guess i need to learn to embrace it better--- though ive been an eagle since i was like 7/8yrs old
Scorpio isn't unique as far as having levels.
Nearly all the signs have varying degrees of development.
Some are obvious:
Sagittarius - from Horse (indulging base instincts) to Archer (aiming for spiritual goals)
Capricorn - from Fish (unconscious) to Goat (conscious)
Pisces - from Dark Fish (evil) to Light Fish (good)
Others are more obscure:
Aries - from Child (immature) to Warrior (mature)
Taurus - from Cow (lazy) to Ox (productive)
Gemini - from Fighters (conflict) to Twins (unity of consciousness)
Cancer - from Crab (self-protecting) to Mother (protecting others)
Leo - from Cat (selfish) to King (selfless)
Virgo - Virgin (naive) to Priestess (master)
