Yes generally they are one of the best matches for water signs. I wouldn't say perfect because other factors in a chart will have to be looked at between the two but 8 times out of 10 these 2 will have a nice long term relationship
Any two people can make a 'perfect match' if they are mature enough ... I'm a Virgo and I am married to a 'superVirgo' and we are NOT supposed to be 'good' together. We are not 'good' together ... we are PERFECT for each other. My astrologer (accuracy rate 98.9% positive) told me that I was about the ONLY Virgo female strong enough to be able to tolerate his 'superVirgo' tendencies ... and that NO other person could do as well. Perfect matches......are not about people having certain signs....I don't think! It is about getting along, love , companionship, things in common. Love means more!! I don't think you can go around saying I need a certain sign to be with.......then you would miss out an so much more!! And you may never find that person anyway! My thoughts!!
