Because of it's long residence in one sign, it usually affects a generation at a time (which is quite logical if you imagine that Uranus gives people the same qualities for at least 10 years in a row - so an entire generation has the same Uranian quality so that an individual would not stand out - unless, of course, they have had a retrograde Uranus which made it into the previous sign in which case they are something like a black sheep in the flock)
So Uranus in Sagittarius is shared by too many people to really say it makes an individual eccentric. Saying Uranus in Sagittarius is eccentric is somewhat like saying that your entire generation are oddballs (which, in my case individually is true - I am an oddball -, but more on that later...). However, Uranus in Sagittarius people are generally refreshingly differently opinionated on their teachers, education in general, the world and religion. They see things very differently from their previous generation.
However, Uranus in the 1st house would make someone eccentric (And I have Uranus in the 1st house). Why does Uranus in the houses affect an individual? So the position of Uranus in the houses changes every day, whereas the position of Uranus in the signs only changes every +10 years.

I would say it's very erratic but not necessarily "eccentric". If that Uranus is in the Sag's 1st house with a close conjunction to his/her Sun, it could very well come off as eccentric.
Since Uranus stays seven years in each sign, its effect in Sagittarius is collective and global, rather than individual.
