Well anyways, one of my close friends is a Libra. He's more of a debate kind of friend, which I don't mind, but I think he goes overboard sometimes.
He is quickly to snap at certain subjects then all of a sudden he switches to another topic (trying to throw me off)

Can you explain this kind of behavior?

Well, he is Triple Air (Libra and Aquarius are both Air signs) which shows why he loves debating. Libras have a tendency to want to hear out all sides of an argument before they make a solid opinion, even then they'll go back and forth (they are the most indecisive sign).. Symbolized by "The Scales" constantly tipping back and forth.
Air signs can also be manipulative and downright tricksters (like how he throws you off in conversation). They call Libra "The Charmers" of the zodiac, because they can make any conversation sway in their direction (by means of strong convictions or throwing people off).
My advice to you is to stay on top of his game and don't let him manipulate you because that is what he does best.
While the whole horoscope idea is garbage, that's just his personality. Everyone is different. Anyway, if you want to know why I think horoscopes are nothing more than hogwash I'll list my reasons.
1. There are many couples married 50 plus years that, according to horoscopes, supposedly wouldn't ever get along.
2. There are many people who, according to horoscopes, should have had a long happy marriage, only to break up before marriage, or get divorced.
well its pretty difficult to explain without knowing your own signs...
what could be said though is that he may go overboard when something in his enviroment upsets him but he will soon whittle down to being his pleasant self again.
putting astrology to one side, you could try changing your tactics. you say that you find it hard to confront him with his bulldogish approach at things, so why not simply hint to him that you disagree with something and when u see him gettin stubborn, just smile and agree with him (not to be annoying). his mood will soon get better when he sees you refusing to be driven in to conflict.
if you need to explain things to him, good phrases to use for a libra is 'on the other hand..' and 'yes, i can see that, but what is also true is..' etc etc this will work because libras can see both sides of a situation.

Well he is a Libra and they are all about justice and equality; they tend to weigh all options of an argument before making a decision, and him being a LLibra sun, he will definitely try to charm you and sway you into his belief. Just by being an air sign, he loves to talk, Air signs are all about communication. Because your friend is a Lunar Aquarius he probably has a kooky unique personality and a defined stubborn streak. When they feel attacked to tend to dig in their heels and not budge. They also like fighting for what they believe in, because they think their philosophy is the right one.
My suggestion is to just give him freedom and space to voice his opinion and try not to challenge it too much, a challenge or debate is what he want's, because he loves the thrill of crushing his opponents in argument. Yep. Libra means king of scales, while Aquarius is known to jump from a treetop to the other. Teenagehood, beer, drugs, stress, lies, and other realities can also make a person snap from time to time.
I think he is the libra who has aries (polar sign) complexion. Debate is one of Libra strength, but they do DIPLOMATIC- and peacefully, not like your friend did. Well, if a person who act like their opposite sun sign, that mean, he just trying to break away from "oh-so-soft" libra side and goes to bruttish aries way. Somehow, he must feels restricted.
His aquarius moon, well also A BIG CONTRIBUTOR to be Mr.know-it all. My sis has this moon placement, and it piss me alot. Cuz she never shut-up! When it comes to debate/argue.

It is natural for Libra to bounce back and forth, this is part of the strategy in debate with an air sign.
