Do the houses on your chart still have an effect on your life if there aren'!

Question: For example, I've got Aries on the 3rd house cusp, but there aren't any planets there. Actually, my chart's pretty bottom heavy. I have everything in my ninth, tenth, eleventh, and twelfth houses except Jupiter, which is in my first house.

And also, what effect does the house have on the planets therein? I have Scorpio on the Tenth house cusp, and I also have Mercury, Saturn, and Venus there as well. How does it all come together?

Yes, the houses represent the various areas of your life,
1st is your physical body, 2nd your values, 3rd communication as well as your near neighborhood, 4th your home,5th your creative outlets (children and love),6th work, 7th partnerships,8th death and regeneration as well as your partner's money, 9th education and higher spirituality, 10th social standing, 11th friends, groups and organizations, 12th subconscious mind. Keep in mind that these descriptions are very brief

The twelve houses of a birth-chart refer to circumstances in that they represent twelve basic types or categories of events (or pressures from the environment) which every individual person, at one time or another, has to face. The individual stands, as it were, at the center of the chart; and he is surrounded by the twelve houses, each of which is challenging him in a characteristic manner and in a particular area of his personality to prove himself an "individual."

Each house represents a basic "test" of individual existence — because every category of events a person meets in life demands of him a specific and an adequate "stance" — i.e., a way of standing up to the challenge they pose. In every house, a person is tested as to his ability to meet a more or less definite type of experience — experiences which, however, can occur at several levels of activity and consciousness.

Because a house is 'empty' does not mean it is not active. Look to the planet that rules the sign shown on that house cusp. Does it form a benefic angle (30,60,120 degree) or an angle that shows more tension (45, 90, 150) to that house? Is the ruling planet in another sign where it expresses it's energy easily or with difficulty ?

For your example Aries on the 3rd house cusp. Aries is ruled by mars, it is fiery, creative, and has a lot of energy. Where is mars in your chart? If it is in one of the benefic angles, you are more likely to use this energy in relation to communication, neighborhood, brothers/ sisters in a way that is harmonious, if it is at a tension angle, you may find yourself butting heads often as not with this same group, or starting projects but getting bogged down in the details, making it hard to finish.

Now the question about how your chart is laid out is another important concept. Chart configuration also says something about your personality, with the majority of your planets above the horizon you are more extroverted instead on introverted. (You didn't say if you had any personal planets below the horizon). A chart with all but one planet above the horizon has a different meaning, and if one planet is in opposition, it changes still.

There are many variables in astrology and many things to take into consideration. You can learn about your chart, what the signs on each house mean, what the aspecting ruler means, but only study and time will teach you to blend the energies in your translations to understand the whole.

I know I haven't answered all your questions, but in the interest of giving you as much detail as possible, I have had to skip some parts of your question.
