Yes, cusps DO exist. I was born on February 20th, the Aquarius/Pisces cusp which is called "Sensitivity". Those who believe cusps are false are easily mistaken. Cusps come from where two adjacent signs are clashing with other, thus creating Cusp Concepts. Ex: The Libra/Scorpio cusp (October 19-25) is called "Drama and Criticism" where the theatrical Libra combines with the critical Scorpio. No in astrology there are no cusps thats just something people made up in horoscopes. Which by the way horoscopes are not accurate at all. Any one can have the sun in one placement or sign. But will eventually have many other signs that they might represent more than there sun sign. Try www.astro.com its a free site with lots of info there that you can use.
characteristics is be judged by sun sigh, moon sigh & asc i.e rising sign at the time of birth.
The cusp is basically on the edge, or within a small span of time until... so is he within a week or less of a Libra? You tell me. It may mean that he will carry traits from both Scorpio and Libra but would need a chart cast to know which for sure.
