Should I start drawing a horary chart for every time I decide to answer a questi!

It is not necessary while answering in this section, however, drawing a horary chart while interpreting a horoscope (in person) will be highly helpful.
For example: Assuming if a person approaches you for getting his Chart analyzed, it will be wise if we cast horary chart in our mind so that we will very easily come to know what the client is going to ask us OR in which area the client is suffering. If the seventh house is indicating heavy afflictions in horary chart, then take it granted that the person is going to ask something related to seventh house!
The time of 'asking the question is very important in horary-hence we get exact ascendant. Where as in this section, we cannot get exact time of asking the question so I don't give priority to horary while answering here.
In my experience, I have observed the horary chart helping in many ways while interpreting a horoscope-face to face not on on line.
