In some things it has changed. According to the boundaries for the constellations adopted by the International Astronomical Union in 1921, there are 13 signs of the zodiac instead of the usual 12; time from Ophiuchus the snake handler is usually included in time given to Scorpius. But this is basicly ignored.

The number 12 is vital because it is very easy to divide. The four "elements" are alternated evenly. So do the Cardinal, Fixed, and Mutable modes alternate. Imagine if there was more or less signs. Can't have back to back fire or Cardinal signs in the system.

13 is a prime number so that would mess a lot of things up. If there were only 11 signs it would be no good as well. It's a lot easier to add a planet than a constellation. Also once added, none are removed.

The outer planets were not know until the telescope was invented. Pluto, discovered in 1930, had to be assigned a zodiac sign and someone had to make up it's attributes.

Changes in astrology occur only when there is an advantage.

I believe to an extent...but also believe in the upbringing process of molding an individual as well...

however, I think it's a very interesting question...so i starred it anyway.

The position of the stars has changed in relation to Earth over the last few thousand years. Some astrologers are now calculating birth signs according to where the stars actually are today, not where they were a few thousand years ago. So, for them, the star signs are changing.

But most astrologers still calculate your birth sign the way it always has been calculated, and it seems to work fine. This leads me to believe that natal signs are determined by energies that emanate from the earth itself, not from the stars. If true, then the signs would remain consistent even if the stars that were used as reference points have changed their position.

I'm trying to figure out exactly what you are trying to ask here, but if learned and used correctly, I don't see why Astrology ever has to change.

It has never been based on stars or constellations, and only the objects in our solar system have any importance in it. It has always been that way and I don't think it'll ever change.
