No.... Taurus have good voices and a strong Libra ususally bring musical ability for an instrument. Libra is the artistic sign and its ruler Venus happens to rule Taurus, the throat, the voice.
Leo is more a show off and likes to be center of attraction. It doesn't mean he is artistically talented. He loves to play.

Taurus usually has a singing voice or speaking ability, or will fund such endeavors. Musicians and actors, etc usually have a Neptune/Piscean influence. Aquarius/Uranus is also right up there with artistry. Leo is artistic in the sense of their acting ability /public relations and need to shine in the public eye. Gemini is also gifted artistically. See, each sign has it's own unique creative ability. It all depends what type of artistry you seek. Mystery/murder authors, for example, tend to have a Scorpio/Pluto influence with a Gemini/Sag connection, or 3rd, 9th, 8th house. So it all depends what type of artistry.

libra is great with the graphic arts and fashion... they always know how to dress right.
leo is seen as more of a creative sign, but i believe that capricorns can be very creative as many are writers.
i've never seen taurus as that creative, but i don't know too many so i'm caught on that one.
