Nicest for me totally has to be Librans. They want everyone around them to be happy. They're like a cheerleader. Well, atleast, we Aquarians' biggest cheerleader. It's either Librans or Siggittarians. They are both caring and give their friends 100% support. No matter how dark the day is, they can always make it fun with some jokes. ;]
Meanest for me has got to be my own sign, Aquarians. They just never seem to care and sometimes don't notice the effect they cause on people. Even though deep down their hearts, they really do care. And to the people they hate, they can be very mean. They can practically turn a perfect day in to pure darkness. It's like they have mood swings.
If it's not Aquarius, then it's Scorpios. I don't know if it's me, but they are usually the ones out of my friends to backstab me. They are so mysterious, and I personally think they are more two-faced than Gems.
Personally i find my own sign, Capricorn the nicest (because they're on my level) and Gemini's the meanest :)
Libras are nice.

As someone has stated, all signs have thier "nice" and "Mean" folks. The thing that will determine who is nice or mean to YOU personally will be how compatible you are with specific signs. I may have issues with a sign that YOU find delightful. Certain signs go well together so you need to determine what signs work best for YOU. Its sign compatibility that will determine who is your best choice and will help you better understand those you are not best suited for and give them a little space or respect (or at the least know to AVOID them! ha!)

The nicest: Us Libras (we want everyone around us to be happy) and Sagittarius (they are very happy-go-lucky and never want to make anyone sad)
The meanest: Cancers (not all but some) get so moody and emotional. And they make you feel guilty of things you aren't even guilty enough. Scorpio (definitely not all but I had one bad experience) can be evil at times. When they feel threatened (whether justified or not), they get those tails out and they'll sting you until you're crumpled on the ground dying. Then they won't feel remorse for it.
