I'm of the opinion that everyone's born with this ability, but it gets trained out of a lot of us while we're young.
I think it's part of our birthright, really, and it's a shame it gets lost.
Of course some are extraordinarily gifted, and I hadn't really thought of it before now, but yeah, I suppose that those people could possibly have honed those abilities in previous lifetimes. I've read that genius in a person is the result of the same kind of thing. So a Mozart for example would have lived many previous lives as a musician in order to have been born with such innate natural talent.
Not everyone believes in psychic abilities or in past lives.

Yes, actually I agree. I do believe what you've inherited can be a result of different actions or circumstances from past lives. I do believe in past lives.
I totally agree with restless.... I believe that everyone has the gift they just chose to ignore it. I feel like we are all capable of psychic abilities. However, there are a lot of narrow minded people in this world that don't want to get out of their box. That is nobodies fault but their own. I believe that I am an old soul. And yes, every life time I learn a little bit more! :) Hope this helps you!
