Not unless you know his birthday, birth location and time of birth. He may have an Aquarius ascendant or moon in Aquarius or maybe when he was born, there was alot of an Aquarius influence in his natal chart.
Maybe he found and is connected with his soulmate, an Aquarius. This is what happens when we find our soulmate.
Maybe his moon is in Aquarius.
Maybe he's learned how to integrate the two opposing signs in his personality. It's my belief that this is what we're meant to do. However, it doesn't neccessarily have to be balanced between two people. That actually is the band-aid approach, as you are dependent upon the other person to keep you balanced. Once the other person is gone, so too is your balance between the opposition. The only way to truty integrate the energy of opposing signs, IMO, is to balance those opposing energies within yourself, not to look to others to do it for you.
He could have other planets or his ascendant in Aquariius, though. If there's a concentration of planets in Aqua, or if his ascendant is there, he will demonstrate many Aquarian traits.
