from my experiences:
Sagittarius is very controlling while Scorpio is a lil bit self center.
But this is only from what I know.
I would go with Scorpio... I don't like to be controlled too much.

It depends on other things like their rising sign and moon sign...etc...also if they are male or female. Someone can be a certain sun sign but not really have the traits we associate with that sign.
