Jarod doesn't have a clue as to what he's talking about. Even if pluto was considered an asteriod astrologers would still use it. It has proved true ever since it's discovery, and asteriods are used in astrology anyway (juno, pallas, chiron, lilith, etc.).
Well, individually you'll need to look at your chart to see anything going on. Pluto has been in my 12th house for awhile and it's still there but soon it will be moving out. 2024 sounds about right, i know it went into sagittarius around january of 95, then it went out, then finally settled back in for good in november of that same year. And it spent about 12 or so years in sag., so i'd say 2024 seems close. Maybe a little sooner though (don't quote me on that).
