I would have to say fire signs Leo and Sagittarius...with an exception for Aries because Scorpio and Aries share co ruler mars. and also air signs Gemini,Libra and Aquarius.
fire signs seem to attract Scorpios because even tho Scorpio is a water sign they have the energy of a fire sign,most Scorpios are dazzled by fire signs,but they should be cautious because fire and water do not mix well.And air signs leave watery Scorpio exasperated.

I would say Aries as a big number 1...they butt heads really easily and both are so firm in their views that if they don't agree...they probably won't even agree to disagree.
Taurus could go either way since they are polar opposites.
I would say Libra would probably not be such a hot combo either.
Aquarius might be a little too flighty for the fixed Scorpio in the long term.

I think any air sign, along with Sagitarrius, may be bad matches for us scorpios.
But you also have to look at the entire birth chart, not just the sun sign.
